Description:

The php-devel package contains the files needed for building PHP
extensions. If you need to compile your own PHP extensions, you will
need to install this package.

- use ICU 73.2
- use oracle client library version 21.12 on x86_64, 19.19 on aarch64
- add fixes for libxml 2.11 and 2.12 from 8.1

- Update to 8.0.30 - http://www.php.net/releases/8_0_30.php
- move httpd/nginx wants directive to config files in /etc
